I have update first via the Updater and after that I download the full package of it and the Updater says this see my screenshots

This is caused by cache, if you want to avoid such problem, please clear Internet Cache(using some system cleaner) before starting Updater.

As I said before, we have plan about re-writing Updater already, but not now.
[Re-written updater should fix this problem, along with some other features like a GUI for updater]

Will this anti-virus scan websites ??? What new features does it have as compared to other its older version ???

At present, X-Sec Antivirus is a on-demand scanner, can't scan websites(network traffic).
Everytime we released a new version, we will provide update log which includes detailed changes of new version.
